only version 13.0 version of the RSTCLI is available for download, but yet do not have corresponding drivers to work with it... only version 13.1 of the drivers for 2012R2 are available, but no corresponding RSTCLI tool.
where can I find the RST CLI toolkit for 13.1 drivers?
