USB Errors after Chipset Driver Update

I recently have two Lenovo L430 ThinkPad laptops that cannot use any docking station's USB ports.  Display & ethernet ports work fine.  In Device Manager, the following devices show Error 10 codes:
- Imaging Devices \ Integrated Camera (USB\VID_04F2&PID_B2EA\6&228F9119&0&6)
- USB Controllers \ Generic USB Hub (USB\VID_17EF&PID_100A\6&228F9119&0&1)

I've uninstalled all USB devices & rebooted to wipe/refresh the drivers & tried disabling the Power Mgt feature for both USB Root Hubs.  I've used Lenovo's built-in driver utilty, as well as Intel's Driver Downloader & Intel Chipset Updater, to update all drivers several times.  After I update the Intel Management Engine 9.0.0.1287 or Chipset drivers, the error codes clear up & the dock's USB ports work fine...but, after a Windows restart, both errors come back.  I sent one of the laptops to Lenovo Tech Support, but they did not find any issues with the hardware.
